Benazir Bhutto Shaheed Youth Development Program Services for Health Sector

The Government of Sindh has launched a major initiative, titled “Benazir Bhutto Shaheed Youth Development Program (BBSYDP)” for addressing poverty and un-employment through Human Resource Development (HRD) in the province. The Program aims that 50,000 to 75,000 un-employed, semi-literate and educated youth of Sindh. They will be provided short-term trainings for a period varying between two months and longer duration and pay them stipend during training.

The unemployed youth will be offered various skill development opportunities and job oriented certification courses to cater the local and international job markets. It will help to reduce poverty and improve the socio-economic conditions of  common men and create new jobs. In addition to that, the public and private sector business efficiency will also be increased through a well-placed, developed and skilled workforce. Recognizing the fact that HRD is a long term, gradual and slow process, Government of Sindh has decided to continue the Program for another three years i.e. 2009-2012.

The Benazir Bhutto Shaheed Youth Development Program Short-term vision for the year 2008-2010 includes Semi-literate and educated youth provided employable skills to meet the demand of local and international markets and such database maintained; maximum available training institutes/workshops of Sindh Government activated and equipped to provide required training; Public awareness at grass root level of BBSYDP; Management Unit (PMU) and Provincial Coordination Unit (PCU).

Procedure for conducting and monitoring such training are streamlined by Institutes. Private and Public sector coordination procedures and channels are also established.

The Benazir Bhutto Shaheed Youth Development Program Long-term vision for the year 2011-2015 includes improvement of Quality human resource, trained manpower export to international markets, Earning capacity of semi-literate and educated youth enhanced, Reward of education recognized by a majority of urban and rural population, Centre of excellence for vocational training established in Sindh, Foreign donors attracted to the program, Stagflation addressed.

The broad objectives of the Program is to develop human resources in Sindh catering to the needs of public and private sector in local and international job markets; to provide stipends to various categories of unemployed educated young trainees during training as a measure to address poverty; to provide quality training and certification per year to 50,000 – 75,000 unemployed semi-literate and educated youth through the public and private sector to increase their employability; to provide trained manpower linkage to the local and international job market and encourage self-employment and to facilitate microfinance credit to 10% – 15% graduated trainees of the program.

The Provincial Coordination Unit (PCU) of BBSYDP invites institutions, organizations and companies working in Sindh to join hands with PCU BBSYDP in imparting training in various sectors and especially in Health Sector to deliver and improve the quality of training to ensure the availability of trained Human Resource in Health Sector to cater the needs of market both local and international level.

PCU BBSYDP has focused the IT, Health, Textile, Garments and other trades. The PCU has mainly focused the health sector because of poor condition of health institutes in overall Sindh. The overall vision of  “Benazir Bhutto Shaheed Youth Development Program” is based on “Health for All”. The new Health Policy aims to implement this strategy of protecting people against Hazardous Diseases, promoting public and private health partnership through Private Sector Institutes / Organizations.

The Plan for Benazir Bhutto Shaheed Youth Development Program (Health) envisages improving quality health care services both in Public and Private Sectors in various categories of Health. The strategy is meant to facilitate availability of Trained Human Resources in different fields, which would essentially fill the void of much needed workforce particularly the female staff for both Public & Private Sectors in the coming days. There is a significant dearth of trained Paramedical staff & Midwifery in the Province. This planned initiative of Government will ultimately help in improving quality medical care both in Public & Private Sector.

To improve the health facility, BBSYDP started training program in paramedics and as well as in nursing through private sector organizations and created job employment for the youth of Sindh. BBSYDP took a little effort to improve the health facility through young and energetic youth to serve the peoples of their province.

The training program and target achieved in Health Sector includes Training Program through Public Sector Institutes and Training Program through Private Sector Institutes / Organizations:-

This Program will generate job opportunities after getting training in respective trades  to literate youths with a view to empower them to generate income through respectful livelihood and introduce them to working environment to increase their earning capability for themselves.
